Five Uncomfortable Truths about the European Web
When domain counts matter less than ever.
Most competitive maps of European hosting are built on the wrong signal: a domain registrar ID. They rarely show who's actually getting paid, or whether a brand's scale is a real market position or just a system default. This report re-reads 55M+ European ccTLD domains looking for that gap. It shows up everywhere we checked.

Key Findings
Across every layer of web infrastructure, from the DNS to servers, to traffic security and web content, the same pattern holds. The number everyone quotes overstates the number that matters. GoDaddy is a leader in Domains globally, second only to IONOS in Europe - but it barely shows up as a host. Only 7.5% of domains carrying a Cloudflare signal run its full compute stack, while the rest is a thin layer over someone else's infrastructure. Hetzner's hosting migrations outpace its DNS switches 6 to 1, which makes it look less like a destination and more like a waystation. Sovereignty is a live boardroom topic and a flat line in the migration data. And only 16% of European domains pass a clean infrastructure health check, presenting a real M&A risk that almost never shows up in due diligence.
Five truths, in full, below. Then what they mean if you run a hosting business, or write the check for one.
Truth #1
GoDaddy is Not a Top 10 Web Provider
The industry's standard competitive maps are built on registrar IDs or nameserver records. What they don't show is who captures commercial value: where the web server actually runs, what platform serves the page, what tooling sits on top. If you're relying on registrar-based or zone-file reports, your understanding of competitive positioning is, in places, systemically wrong.
Two top-10 lists. Same market. Different picture.
ShareShift compared the top 10 pan-European vendors across two methodologies, NS-based and A-record-based, across the same universe of 55M+ active European ccTLD domains. Neither list is definitive in isolation. Compared, they reveal a structural gap that a single methodology cannot see.
Three brands read differently depending on the lens:
- GoDaddy is the starkest example of ARPU erosion at pan-European scale. At 7.3% DNS share, the GoDaddy Group manages nameservers for more European domains than almost any other entity, while its hosting ranking is outside the top 10 entirely. For most of those sites, GoDaddy is only collecting a renewal fee.
- AWS at 8.6% hosting share is not winning European SMBs directly. It is the infrastructure layer underneath the platforms that are: Vercel, Shopify, many developer-built SaaS products. A significant share of GoDaddy's own hosting runs on AWS. The 8.6% is an aggregation of other brands' customer relationships, not AWS's own commercial reach into the European SMB market.
- Hetzner shows the same structural gap but with a different origin. Its jump from 1.9% DNS to 5.6% hosting share reflects two things: direct developer customers, and indirect volume from other registrars and marketplaces like Dovendi routing their hosting through Hetzner infrastructure.
What both lists miss
Vercel appears in neither the DNS nor the hosting top 10, despite 250k+ active European sites. Because of its infrastructure setup, NS-based reports undercount it by ~7x, and its compute is absorbed into AWS's share.
ShareShift's multi-signal methodology is the only reliable way to see Vercel's true European footprint. And it matters, given how fast Vercel's growing.

Truth #2
Only 7.5% of 'Cloudflare Sites' Actually Run on Cloudflare
Cloudflare appears as #3 in both Top 10 DNS and Top 10 Hosting providers in Europe. In both cases, the number overstates its commercial relevance - for different reasons. Treating Cloudflare's measured footprint as a unified market position leads to misallocation of competitive attention.
Rather than treating Cloudflare as a single competitor, ShareShift segmented all domains with a Cloudflare signal into four commercially distinct populations, each requiring a different response.

Cloudflare Trojan?
The headline dominance of Cloudflare is a modern-day wooden horse left on the beach.
Today, their massive scale is startlingly hollow; the footprint is bloated with free-tier users and system defaults. These raw deployment signals carry almost zero immediate commercial value.
However, dismissing the structure entirely is a mistake. That 7.5 percent full-stack compute segment is a loud signal of what is to come. Free DNS and proxy services are merely a wedge product, designed to build trust and capture the network control plane. As Cloudflare aggressively ships an expanding ecosystem of new products, the switch risk for traditional hosts quietly multiplies. For a hosting provider, explicitly bundling Cloudflare CDN for your customers might feel like a cheap performance win today. In reality, the niche vendor may eventually walk away with the entire customer relationship.
Truth #3
The Compute Layer is Booming. Not for the Reasons You've Heard.
There's a live narrative in the market this year: VPS demand is surging, and AI workloads are driving it. Mass-market providers are shifting focus to VPS, while compute-native brands like Hetzner are raising prices. ShareShift's flow and infrastructure data agrees that something real is happening at the compute layer. It disagrees with how tidy the story being told about it is.
Six domains move in for every one relationship kept.
Across the last 13 months, hosting migrations onto Hetzner infrastructure have outpaced nameserver migrations by roughly 6 to 1, and the gap holds on a net basis too: Hetzner's net hosting footprint grew about 7x faster than its net nameserver footprint over the same period. The compute layer is genuinely surging. The domain relationship (and the renewal revenue) mostly isn't following. Hetzner functions less like a sticky endpoint accumulating a growing footprint, and more like a high-throughput waystation: gross monthly churn runs into the hundreds of thousands in both directions, while net accumulation is a fraction of that.
It's not a front door. Brand-new domains choosing Hetzner as their first-ever host are outnumbered 5.4x by domains migrating existing hosting there. Hetzner captures the move phase of a site's life far more than the launch phase. That's consistent with what Part 1 already shows: Hetzner is not, and isn't trying to be, an end-to-end supplier.
When customers disappear, they choose to.
Only about 1 in 5 domains that stop resolving to Hetzner do so through deactivation. The other 4 in 5 are active migrations to a named alternative. That's a notably low structural-churn share for a budget-adjacent VPS provider, and it points to a customer base that is technical, price-aware, and willing to move.
That sensitivity shows up directly in the flow data. Hetzner raised prices in April and again in June this year. First, a broad increase applied to existing customers with no grandfathering, and a steeper, narrower increase effective June 15 that applied only to new orders. The flow data tracks both moves with unusual precision. March looks like a cleanup operation: big jump in NS-level deletions before bills arrive for old unused accounts. June shows a double effect of deletions and outbound transfers. Two price actions, structured two different ways, produced two opposite and dateable flow signatures.
New capacity can mean different things.
Everything above is reported at the DNS layer; however, switching nameservers is quick and easy compared to a hosting migration. To check whether Hetzner's infrastructure was really absorbing what the migration data promised, we moved one layer down: tracking new IP capacity directly.
Specifically, we tracked how many new IP address blocks Hetzner spun up each month, their utilization and density changes over time. The deployment curve does not always match the domain volume linearly except in Q2 with a clear case of a DNS-then-Hosting migration sequence: a wave that began with 17,150 nameserver migrations the week of May 4, and peaked at 26,392 (a record!) in the same week as the new IP address capacity peaked, June 8.
To further contextualize Hetzner's capacity expansion, we compared it to two competitors with drastically different business models. IONOS, a large and structurally dense shared-hosting operator, shows what ordinary capacity expansion looks like: a handful of new blocks provisioned to fill with shared hosting accounts over time. Hostinger gave us a more direct comparison: caught up in the same VPS-demand narrative as Hetzner, Hostinger's growth looked similar in volume and density pattern; at least, at the surface. However, a closer look at the April spike revealed freshly provisioned shared hosting infrastructure, not VPS. Yet another reminder that quality of growth matters.
What this means
For operators competing within the hosting ecosystem, the migration-out window around a rival's pricing actions forms a live target list of price-sensitive customers actively shopping. Since the domain usually stays, the customer relationship persists with both vendors. This applies equally to VPS-first vendors competing with Hetzner, and to mass-market operators brushing elbows with the site builder crowd.
A competitor's sudden capacity expansion is worth watching in its own right, independent of what it eventually turns out to be for. It's an earlier, cheaper signal to catch than a finished product launch.
Similarly, for investors, infrastructure buildout is a leading indicator, not a confirmed one. You need to weight a capacity signal differently than a dated, confirmed signal of pricing elasticity that Hetzner's case illustrates.
Truth #4
Europe Isn't Switching to the Sovereign Web
Leading European hosting operators, including IONOS and OVHCloud, actively lean into the AI- and Infrastructure Sovereignty messaging. With good reason: there's plenty of opportunity to gain relevance and investment.
But how much of the market momentum is actually driven by this narrative?
The data tells a different story: sovereignty may be impacting boardroom conversations, not yet server placement.
If we consider the volume of outbound migrations from AWS and Azure (US hyperscalers), the share of European alternatives is stable at c. 6% with no upward trend in 2026. That's right, the combined share of AWS migrations to OVHCloud, Hetzner, IONOS, Scaleway, etc. is tiny.
March 2026 might be one small exception. We saw a genuine spike in AWS migration volume, and OVHCloud captured most of it. Timing coincides with a major outage though. Could this be about reliability?
By contrast, the Q2'26 spike in outbound migrations from Azure is not a sovereignty story. What's actually happening is one vendor rolling out a Cloudflare proxy across .de/.uk/.dk, inflating the Azure denominator without touching the EU-directed numerator.
Important note: conclusions here are drawn based on analysing Nameserver migrations, and absolute counts are low. Domain-level analysis for web hosting (A-record) is available to paying ShareShift customers.

Truth #5
Only 16% of European Domains Pass a Health Check
Only 16% of all European domains get a clean bill of health. The rest is either inactive (1 in 4 domains), or is carrying a warning or critical error signal. Yet another reason why relying on Domains under Management is not a helpful metric in this industry.
Institutional Investors vs Infrastructure Debt
A target portfolio might look highly profitable on paper, but if a large segment is inactive or running on deprecated tech, it’s a churn risk and a liability. At the same time, tech maintenance and managed upgrades could create significant value in the hands of a proactive operator. For optimal valuation, infrastructure should be analysed alongside commercial checks. Treating tech DD as an isolated box-ticking exercise leaves legacy infrastructure unpriced.

Exactly how the web is broken

With this methodology, every second domain in Europe is carrying a critical error. The chart breaks them down by frequency:
- SSL is by far the largest contributor. Missing, broken and expired certificates on domains with a valid website account for the vast majority of errors.
- Old PHP is affecting 1.5 million websites. Versions 7.* and lower were deprecated years ago. Any site with this technology today is carrying vulnerabilities and performance issues.
- 24% of sites are simply inactive. That's 13.5 million sites waiting for a buyer, or a project, to bring them to life. Who can save them?
Brand Specifics
DNS errors, inactive domains and expired SSL certificates are endemic across the ecosystem. Once you exclude those from the analysis, patterns emerge.
Without naming and shaming specific brands, we see clear choices that different providers make - or choose to ignore - when it comes to the health of their customers' content and their own infrastructure.
All-in-one ecosystems
Closed ecosystems like Wix, Shopify, and Webflow achieve low error rates of 3-5% by taking configuration choices away from the end-user.
Solid defaults
A handful of "traditional hosters" land at 5-10% error rates through proactive platform governance. Again, infrastructure defaults win.
Hyperscalers
Major infrastructure players' portfolios tend to host 10-20% broken sites due to the diversity of hosted workloads and orphaned VPS instances.
Unmanaged and Unruly
Operators that leave infrastructure management entirely to the end-user carry critical error rates of up to 50%. Customers don't know any better.
BUSINESS INSIGHT
Turning the Five Truths into Action
Across this 5-part analysis, the message consistently is: the map everyone is using to understand this market systematically misrepresents where value actually sits. We are measuring domain names in an era where compute and infrastructure health dictate the actual flow of money. The operators and investors who win this next phase will not be those hoarding the largest domain portfolios. They will be the ones pouncing on the migration of compute workloads before they hit the P&L.
For hosting operators:
The insights above don't land the same way on every operator. Where you sit in the stack determines which one is most actionable for you.
1. Budget and VPS-first operators
Truth #3 is your competitive map, whether or not Hetzner is your direct rival. The pattern (customers moving on price, in dateable windows, with the domain often staying put) will show up with any provider running similar pricing mechanics, including you.
- Build a price-event radar. Track your own and your competitors' pricing changes, and treat the four to eight weeks after any price communication as a live target list. The data shows migrations cluster tightly around these events, not randomly.
- Grandfather existing customers when you raise prices, or be deliberate about not doing so. Hetzner's broad, ungrandfathered increase produced visible churn; its narrower, new-orders-only increase didn't. That's a choice, not a fixed cost of raising prices.
- Design onboarding for switchers, not just new sites. Migrations outnumber first-time launches onto Hetzner by 5.4x. If your signup flow assumes a greenfield project, you're optimized for the smaller opportunity. Fast, guaranteed-uptime hosting migration should be a headline feature, not a support-ticket afterthought.
2. Managed and SaaS-adjacent operators
Truth #2 is a bundling decision you're already making, deliberately or not. Every customer with a Cloudflare signal sits in one of four populations, and the one that matters most to you is the 47% running DNS and CDN as a shield over your infrastructure. That's the population closest to a full migration.
- Audit your own customer base against Cloudflare's four populations. Know what share of your customers are DNS-only, CDN-only, Shield, or Full stack. A rising full-stack share among your own customers is an early warning, not a neutral fact.
- Decide, deliberately, whether you own the integration or cede it. Bundling a 3rd-party CDN inside your platform (your billing, your support, your config UI) keeps the relationship yours. Pointing customers to set it up themselves hands Cloudflare the on-ramp.
- Build switching costs Cloudflare's product roadmap can't erode. Unified billing, unified support, and proprietary tooling on top of the CDN layer are what keep a cheap performance win from turning into a lost customer two years from now.
3. Domain-first operators
Truth #1 may be an existential risk - or a business model validated, depending on who you ask. For brands aspiring to be in the website business, domains under management is the wrong metric to watch, as GoDaddy has proven. Instead, product attach rates and infrastructure health should be your leading indicators.
By contrast, for operators built around TLD coverage and thin per-domain margins, the domain volume IS the game. Here, the risk is a portfolio nobody's actively watching.
- Use domain health as an early renewal-risk signal. Truth #5's finding that 24% of European domains are inactive matters directly to a renewal-driven business: a broken domain is measurably more likely to lapse at the next renewal. (Worth distinguishing portfolio domains from broken or deactivated ones, which will behave differently at renewal.) Flag at-risk renewals before the invoice goes out, not after it bounces.
- Run your own version of the Hetzner price-event analysis. Truth #3 shows customers move in tight, dateable windows around a price change, and how an increase is structured determines how much of that movement happens. The same mechanics govern domain transfers. Watch your own and competitors' pricing moves for transfer-in opportunities and transfer-out risk, the same way we tracked Hetzner's.
- Compete on the layer that doesn't require becoming a host: DNS management, forwarding, privacy, portfolio and appraisal tooling. These extend the relationship and defend renewal without changing what business you're in.
For investors:
M&A teams, credit organizations and analysts tracking this space underwrite the European infrastructure investments at a scale that forces a different set of strategic choices. What's a given asset worth today, and what value can it create tomorrow?
Illustrative example: a potential target with 0.5mio domains; the teaser claims €30mio revenue and expects bids at 3x on that.
How can an analyst understand the target better, and give informed guidance before any LOI is prepared? Let's run the same 500k domains through two different quality profiles for a bottom-up recompute.
If 50% the portfolio is inactive (= below benchmarked range), and 80% of the rest runs with no intermediaries (i.e. no CDN, security shield or other hoster threatening to absorb the relationship), mostly hosting low-quality sites expressed as a digital footprint quality index of 0.75, then the target looks like a "basic hoster" profile. Many parked domains and websites with a low level of sophistication. We can reasonably apply an illustrative ARPU assumption of €150 on such assets to get to a estimated ARR of €22.5mio.
Finally, to see beyond the current "point in time" snapshot, we consider the net effect after migrations and churn. It shows 0.9, so an annual decline of 10% per year, meaning the business has a terminal value.
With a 3x top-line multiple, the valuation lands at €60.75mio.
By contrast, another target of the same size with better metrics can fetch double the price:
500k * 75% active * 80% no intermediaries * at-benchmark digital footprint of 1 * gross:net churn co-efficient of 1 (aka stable base) * 150 ARPU * 3x multiple = €135mio
The takeaway:
Thirty million in ARR and 500,000 domains under management isn't a valuation. It's a starting point for the diligence that decides which of these two businesses you actually bought.
Conclusion
What's the takeaway?
Sovereign infrastructure spend keeps climbing regardless of whether real switching does. Gartner has European sovereign cloud spend roughly tripling by 2027, and even AWS has stood up a legally separate European entity in response. We cannot ignore these signals, even if our daily flow data shows they have not yet changed short-term customer behavior.
What's becoming crystal clear is this. Companies like Hetzner and Cloudflare are rapidly gaining high-margin revenues, regardless of where the domain renewal fee is paid. So while the domain remains the front door to the web, owning the front door means very little if someone else is hosting the party inside.
The market will keep rewarding those who look past the vanity metrics and measure what actually matters: the unglamorous, everyday infrastructure running beneath the surface.

Methodology & scope.
Data Sourcing
Data is sourced via the ShareShift Scanner, a proprietary methodology that interprets publicly available technical signals from the web. The latest telemetry scans were delivered on August 11, 2026.
Scope
56+M domains across 19 European ccTLDs. Providers are chosen based on the total number of domains in active inventory and attributed based on nameservers, unless otherwise specified.
Attribution Methodology
It is only possible to attribute a domain to a provider if the A records point to a known IP address mapped to a known ASN entity. ShareShift has mapped over 80% of web servers detectable through DNS to known providers. Remaining unmapped servers are hosting <100 domains each.
Detectability Constraints
The matrix covers only detectable signals. The customer may be paying for additional unused services without a technical footprint on the public web. Or the customer may be unaware of automatically provisioned mail hosting that they did not sign up for.
